STANDARD LEARNING CREDITS

Standard Learning Credits (SLC) are one of the many education schemes available to service personnel. The scheme entitles you to an annual grant of £175.00 to be used for your personal education and development. You will have to make a small contribution towards the overall cost of the course as explained below.

As of 2021 this now includes:

• Online courses

• Language courses

• Course material

• Some driver courses (dependant on circumstance)

• Accreditation fees

How do I apply?

Read the policy in JSP 822 Vol.9 Chapter 2 and select a suitable course that forms part of your whole life development plan.

Complete MOD Form 1950 (SLC Application Form) and have it signed by your line manager and local Educational Centre (via email).

Pay for the course. Complete the course. Take proof of payment and completion to your Coy Clerk to be issued with an 80% refund up to £175.00.

ENHANCED LEARNING CREDITS

Enhanced Learning Credits (ELC) are one of the many education schemes available to service personnel – the scheme entitles you to up-to £6,000.00 to be used for your personal education and development at Level 3 and above.

If you have served 6-8 years, this can be 3 claims of £1,000 or 1 claim of £3,000.

If you have served 8(+) years this can be 3 claims of £2,000.

What can I use them for?

ELC may be claimed for almost any part or full-time higher-level study, whether conducted centrally or through distributed learning.

Study must result in the achievement of a nationally recognised (Level 3 or above) qualification.

Whilst it is possible to find and register your own course, the easier option is to search the pre-registered list of courses on the ELCAS

website.

IN-SERVICE DEGREE OPTIONS

Gaining a degree whilst serving is a great way to take your vocational experience and turn it into an academic qualification. Self-development through improving your cognitive fitness and general utility is likely to make you a better soldier and more employable on leaving the Army.

If you're a Regular soldier a pathway to higher education exists for you even with the most basic of academic qualifications. Here we will investigate the two 'common to all' paths:

The Chartered Manager Degree Apprenticeship Scheme (CMDA)

The CMDA is a Level 6 qualification which includes a BA (Hons) degree in Professional Management plus the award of professionally accredited Chartered Manager status.

The main purpose of the course is to upskill experienced managers; further developing leadership and management skills in the Army's WOs, SNCOs and Civil Servants whilst providing an excellent opportunity for individuals to gain a degree with professional status.

What are the key points?

The programme will be delivered by Staffordshire University. On successful completion of the CMDA, participants will achieve a BA (Hons) degree in Professional Management and Chartered Manager status.
The degree apprenticeship requires a commitment of approximately 20 hours a week for 3.5 years minimum. There are approximately 15 residential days per academic year, 5 per academic semester.
The CDMA is an enduring programme and there are 3 entry points per year Feb, May Oct.
The programme will run with closed cohorts i.e. only MoD personnel on the course.
There is zero cost to the individual.

Serving Regular Army soldier at Sgt to WO1. Civil servants of any grade.
Level 2 qualification in English and Maths.
Can commit to approximately 20 hours a week of academic work for a minimum period of 3.5 years.
Have at least 4.5 years of service remaining.
Not completing another Army apprenticeship or similar for Civil Servants.
No outstanding administrative/ disciplinary action.

The ELC scheme entitles you to up-to £6,000.00 to be used on personal education and development courses.

PUBLICLY FUNDED FURTHER EDUCATION/ HIGHER FOUNDATION SCHEME

The Publicly Funded Further Education / Higher Education (PF FE/ HE) scheme provides Service Leavers (including Service Personnel in their qualifying resettlement phase) with access to a first full Further Education or a first Higher Education qualification free from tuition fees.

PF FE/HE can be claimed up-to 5 years after leaving the Armed Forces. The MOD and the relevant national education authority pay for the tuition fees in full rather than the individual making a contribution towards the cost.

What can I use the scheme for?

This commitment will provide access, free from tuition fees, for your first full:

Level 3 qualification as defined by the Regulated Qualification Framework (RQF); or an equivalent vocational qualification.
Undergraduate Degree (including a Foundation Degree).
Higher National Certificate or Higher National Diploma for which the entry qualification is lower than a degree.

...or such qualifications in Scotland which are the equivalent of qualifications listed above

Like ELC, PF FE/HE may be claimed for almost any higher-level study, whether conducted centrally or through distributed learning.

Even if you have used all of your ELC during your service on courses at level 3, you can still use PF FE/HE for your first undergraduate degree.

Am I eligible?

In order to take advantage of the support claimants must:

have completed 6 years eligible service (or 4 years qualifying service prior to the 1st April 2017).
have left the Service or entered their qualifying resettlement phase on or after 17 July 2008.
be able to commence the study within 5 years post service (the claimant will be responsible for self-funding periods of study which extend beyond the period of entitlement).
have been resident in the UK for at least 3 years prior to the start of the course and must continue to remain in the UK until the qualification completes (overseas service counts towards UK residency)
be undertaking at least the equivalent of 25% of a full-time course with an approved provider listed on the ELCAS website as a PF FE/HE provider.

How do I claim?

Confirm your eligibility as per JSP 822 Vol. 9, Ch. 4 and identify an appropriate course of study. Discuss your plan with the IERO at you local AEC.
Read the ELCAS guidance, complete the application form, and submit to Army-ELC-Veterans@mod.gov.uk
Once approved, you will receive a Claim Authorisation Note (CAN) which you must submit to your selected learning provider.
All payments will be made direct to the Learning Provider by the MOD on receipt of an invoice once you start the course.

Massive Open Online Courses (MOOC)

Online courses available for personal and professional development. Courses are either free or can be paid for using Standard Learning Credits. This includes free courses provide by the Open University

A MOOC can provide a rich learning experience that can satisfy a need for personal or professional development, yet it takes a self-directed learner to get the most out of these open learning opportunities. The student who invests the time to review materials, set goals and create a system for sharing and collecting the knowledge learned will get the most out of a MOOC and enjoy a rich and robust learning experience. OpenCourseWare (OCW)

An OpenCourseWare (OCW) is a free and open digital publication of high quality college and university level educational materials. These materials are organized as courses, and often include course planning materials and evaluation tools as well as thematic content. ILX E Learning Tool

What is the ILX E Learning Tool?

It is a digital E-Learning Tool provided by ILX User Group which provides a very wide range of courses in project delivery (see slide 6). The platform can be used on mobile phones and other devices in addition to MOD Equipment.

Who is this for?

Anyone in the MOD, both Service and Civilian who requires Project Delivery training in their current role or training to meet a future role.

Can anyone in the MOD access this Learning and Development Tool?

Yes. A 4 year contract in place for an unlimited number of licences for all the courses available.

I undertake a lot of detached duty in my role Is there a means to access this via tablets and mobile Phones?

Yes there is an application which can be downloaded to mobile phones and other devices from apple and android app stores.

What other resources are provided with the E-Learning?

The ILX Connect Tool also includes access to a very comprehensive Resource Centre comprising the following:

User Guides that contain a full transcript of the spoken audio,
Course Syllabus,
Web links to facilitate further research,
Revision pads/note taking capability,
Additional exercises to embed learning i.e. Case Studies,
Links to relevant Government Publications.

Is this just the E-Learning – what at else is available?

At present the central contract is for E-Learning only. However the system also has the capability for formal exams and blended approaches. These are not funded centrally, and will be arranged and funded by respective Commands and Enabling Organisations if required.

What about Certification and Exams?

In accordance with the 70/20/10 model (i.e. 70% on the job training, 20% near the Job, 10% off the Job) the overall aim of the E-Learning is to provide the required learning interventions to enable skills and knowledge transfer in current and future roles. However, completion of the training does provide the means to acquire summative assessment from ILX. To achieve course completion and ask for a certificate, a user needs to complete the relevant e-learning modules for the course in full and have taken the exam simulator.

As previously advised, formal accredited exams are not part of the central E-Learning contract and individuals will need to approach their Line Management and Command/Enabling Organisation training points of contact . Formal Exams cannot be completed on MOD computers and have to be done on home computers (not tablets) as bespoke security measures and invigilation have to be put in place.

Is there a limit to the number of users who can register to use the Portal?

No, there are unlimited licenses.

Is there a limit to the number of Users who can access the Portal at the same time?

No, there is no limit to how many users can access the Portal at one time.

How Will Day to Day Access Work?

Each of the Commands and Enabling organisations (EO) have a portal in place managed by their training point(s) of contact. Requests for access to the portal and training courses should go through your relevant point of contact listed below:

THE ARMY ACCREDITATION OFFER

The Army Accreditation Offer (AAO) is one of the many education schemes available to service personnel – the scheme provides Soldiers and Officers with evidence of transferable knowledge, skills and experience in the form of civilian qualifications

The AAO recognises the knowledge, skills and experience gained through your normal Military career, training and education; and awards academic and vocational qualifications from the Regulated Qualifications Framework (RQF)

What courses can I use the offer for?

All-Arms Military Education - You can gain a civilian accreditation for Military Education courses you have completed such as CLM, ALDP, JOTAC, RMAS Reg CC, etc. A list of these courses and their RQF equivalent can be found in ACO 2022-02
ATC and cap-badge specific courses - You can also gain accreditation for instructor qualifications and/or trade training you may have done within your cap-badge.

City & Guilds - City & Guilds offer a range of apprenticeships and vocational and technical qualifications, demonstrating a more practical way of recognising qualifications. City & Guilds acreditations recognise professional experience and skills gained in the workplace.

The Institute of Leadership & Management (ILM) - The ILM focus on improving leadership standards and are considered as a leading institution for global leadership, coaching, and management skills. ILM qualifications are practical with a focus on allowing individuals to immediately apply their leadership and management training in the workplace.

The Chartered Management Institute (CMI) - CMI qualifications are strategic and ideal for studying in a progressive framework that gives individuals knowledge and skills to progress further in their professional careers.

‍Eligibility

All Regular and Reserve service personnel are able to use the AAO if they have completed a military course (see eligible courses).
Veterans can apply for the AAO up to two years post discharge.
Service Personnel may only apply for one qualification per course.
The course competency must be uploaded onto JPA before Service personnel can apply for an accreditation.
You must apply for accreditation within 3 years after completing the course.

Ensure your course competency is on JPA and find the date it was uploaded.
Apply for one accreditation per course, ensuring that all fields are completed.
